Springfield, Illinois is located only an hour and a half from St. Louis and three hours from Chicago, close enough for us to enjoy all that these metropolitan areas have to offer, yet far enough to maintain an envied quality of life.

Lincoln Library

Computers and audiovisual materials sit side-by-side with Lincoln Library's 300,000 volumes of fiction, nonfiction, and reference materials. In addition, there is the availability of online research databases, home delivery through our Extension Services , and an e-library, lending materials such as audio books and eBooks. Popular areas are Youth Services for children and teens , and the Sangamon Valley Collection for genealogists and historians.

The library's board and staff stand firm in their mission to inform, enrich, and empower Springfield citizens through abundant library resources and technologies.

Office of Budget and Management

The Office of Budget and Management (OBM) is responsible for the overall financial activities of the City's 13 agencies. OBM carries out these responsibilities under the direct supervision of its Director, appointed by the Mayor, who oversees the following work centers housed within the agency:

  • Accounting Division

    The Accounting Division is responsible for the management and maintenance of all financial records, coordination and preparation of the annual City-wide audit, required financial reporting, accounts payable, accounts receivable, and fixed asset management. The division provides on-going assistance to field agencies.

  • Administrative Division

    The Administrative Division houses the administrative staff. The division manages the Tax and Revenue Administration functions and is charged with the preparation and execution of the annual property tax levy. Oversight of the OvenGov open access database is also housed in this division.

  • Budget Division

    The Budget Division is responsible for the planning and evaluation of City expenditures. The budget staff works closely with City agencies to formulate the annual budget. The staff reviews pending legislation for cost impact and performs on-going trend analysis on a variety of key performance indicators. All ordinances, purchase documents, and personnel transactions are reviewed by the staff to determine short and long-term fiscal impact prior to management approval.

  • Facility Maintenance

    The Facility Maintenance Division maintains the City's main campus downtown of the Municipal Centers East and West and the Lincoln Library. The staff provides daily janitorial services, minor repair services, grounds keeping, and oversight of major repair projects.

  • Fleet Maintenance Division

    The Fleet Maintenance Division, approved by the City Council July 6, 2012, is the newest work center within the Office of Budget and Management. The division provides for the consolidation of all aspects of vehicle and equipment care under the management of OBM including preventative maintenance, body work, planned acquisition and replacement, and the City's expanding green vehicle initiative.

  • Payroll Division

    The Payroll Division performs all the duties associated with payroll production for 1,500 plus employees including: database updates, payroll tax reporting, benefit time accrual maintenance, training and assistance to all field timekeepers, and annual W-2 reporting.

  • Purchasing Division

    The Purchasing Division administers the City's Purchasing Code. The division manages the preparation and execution of the bidding process to ensure fair and equitable opportunities for vendors. The department provides assistance to agencies in the acquisition of small dollar purchases to ensure favorable pricing. The division also manages the annual City auction and the City's inventory of surplus property.

Office of Public Utilities

City Water, Light & Power is the municipal electric and water utility for Springfield, Illinois. CWLP also owns and manages Lake Springfield, the primary source of drinking water for Springfield and one of Central Illinois' premier recreational resources.

Springfield Fire Department

As Chief of the Springfield Fire Department, I am proud to say that the citizens of the City of Springfield are well protected with a fire department equipped with staffing, emergency vehicles, response teams, and pre-incident plans to handle the risks that have been identified within our response area. We serve eight unincorporated areas in and around Springfield known as Fire Protection Districts. The fire service has changed dramatically over the years and the City of Springfield is fortunate to have kept up and been on the forefront with these changes. The department continues to be a fine example of service delivery excellence in all levels and types of services.

Office of Corporation Counsel

The Corporation Counsel is the chief legal officer for the City of Springfield. The office has a staff of Attorneys to assist with the duties as is necessary to fulfill the requirements of the office.

The office of Corporation Counsel is responsible for all legal activities related to municipal government. That includes furnishing legal advice, drafting and writing legal opinions, drafting and/or reviewing for form and legality all ordinances upon the request of the mayor, directors, city clerk, city treasurer or aldermen; and appearing on behalf of the city inOffice o all actions to which the city is a party before all courts and administrative bodies.

The City of Springfield Office of Corporation Counsel is the enforcement agency for code violations. The process of seeking a remedy for violations includes the City's Administrative Court at which people cited are required to address code violations in an attempt to have them corrected.

The City is now publishing a list of persons who are defendants in the City's Administrative Court having two or more convictions for violations of the City Code involving property, and the violations have not been corrected.

They include housing, environmental, building, zoning and fire code safety violations.

The City of Springfield Office of Corporation Counsel is the enforcement agency for code violations. The process of seeking a remedy for violations includes the City's Administrative Court at which people cited are required to address code violations in an attempt to have them corrected.

Springfield Police Department

The Springfield Police Department is inviting everyone to McDonald's at 501 South Grand East on Friday, March 20th for the next Coffee With a Cop. This is an opportunity for the public to meet their officers and have a conversation over a cup of coffee or a soft drink. Please stop by and say hello.
